The 2.4 metre boat looks good too.

 

There are plans for a plywood 2.4mR 2.4mR | 24mr.se.

I designed and built my own boat a little bigger than the 2.4mR, but of a style more used on the Norfolk Broads, Same sit in position.

Could you just use the plans for a small canoe and roof it over?
What about sticking removable outriggers on it? An aluminum tube with a teardrop shaped float on either end would seem to be enough.

 

Of course you could, but then it wouldn't be a monohull. The whole point of Minuet was it was a small light weight car portable monohull. It worked well for what it was. You would also need to think about mounting a centreboard/ leeboard and rudder. The hull would need reinforcement below the mast.

As for this type of boat others they are all effectively miniature America's cup 12metre class boats, some,
The Illusion, the Defender, the Deception, The Millimeter, are scaled down 12 Meters. The International 2.4mR uses the Metre class rule, to design the boat. There are also miniature J class, and miniature open 60s
Without competitors , they all tend to lose their purpose. They are slow compared to most dinghies, and sailing on your ear all your time doesn't give a good view of the world for cruising.

For me I designed my boat to compete in the Allcomers B class, actually one of the biggest fleets in the club. (Allcomers B, boats, 13ft to 17.5ft).

My design is longer at 16ft lwl, against 10 to 12ft Lwl for the mini 12Ms. The longer length of my boat means I'm mid way between mini 12Ms and 20ft open keel boats raced at the club. Calculations of Handicap came out at 1158PY or roughly a D-PN of 100 well within the range of handicaps of dinghies at the club. Whereas the others are in the 1300 to 1400PY Range which is like that of an optimist..

 

I see your point about hull reinforcement. Though it wouldn't be hard to make the outriggers removable.
