Looks like my sentence was not clear. The amount of powerboat specific information in the 4th edition appears to be only slightly more than in the 3rd edition.

The University of Southampton published two volumes based on a seminar held in 1998 - Sailing Yacht Design: Theory and Sailing Yacht Design: Practice. The books are essays on a wide range of subjects, very informative but I would not consider the information as sufficient by itself to guide the design of a boat. I purchased my copies about ten years ago directly from the Wolfson Unit, University of Southampton. Contact the Wolfson Unit directly if you are interseted. The Wolfson Unit at the University of Southampton has a number of technical papers available for free download: Published papers and articles | Wolfson Unit MTIA http://www.wumtia.soton.ac.uk/about-us/published-papers

Aero-Hydrodynamics and the Performance of Sailing Yachts by Fabio Fossati, 2009, has a lot of information about the title subjet but nothing about structure.

Dave Gerr's book The Elements of Boat Strength has a method for determining scantlings which seems to be popular. It was published in 2000, uses a simple, mostly empirical approach, and does not consider the ISO rules. However I've talked to several designers who said it is easy to follow though it has a reputation for producing boats which may be heavier than necessary. A paper by Gerr describing the method is available for free download at https://gerrmarine.com/ELEMENTS_OF_BOAT_STRENGTH/BoatStrengthIBEX.pdf
