I am glueing in polyisocyanurate sheating between the frames and stringers. I want to paint it with something basic-any ideas?

Mostly any paint will work somewhat.
An adhesion promoting primer will help a lot if it is foil coated.
No priming needed on raw foam. However it will require many coats to fill the pores. Elastomeroc could fill in one coat.

    Edit
Don't even think about giving foil an adhesion sand.
