Transom crack

There is a void under it . There seemed to be no water intrusion, bracket mounting holes are not wet at all , may not be wood , I will drill test holes on inside to see . Transom has no flex that I can tell when moving motor in the up position. Looking for help , advice . I have in the past re cored gunnels , deck sections, motor mounts and some gel coating , but don’t know about this repair , thanks in advance
