    Try to find a book (Searching for Huck in Balkans) - there is description of similar raft and I believe they promise to give out plans for it IMG_0021.JPG

    This raft and the one in your photo are the same raft, basically a big floating deck on probably blue plastic barrels, one picture with a plain deck and the other with a tent on it. The photos show enough to build it but the book actually tells you how.
