I found a tug boat built by Damen.
there are some long. stiffeners outside the bottom plate.
is there anyone know why they put the long. stiffener at that position?

probably 'keel coolers' - to cool the engine(s).

    thx for your opinion.

I found the quantities are more than usual.
    is it reasonable?

Depends of the amount of system you must cooled with the keel coolers maybe in this tug has the cooling too systems such a several generators. Hidraulic systems for winches. Main engines. steering hidraulic system. For my experience this type of keel cooler in C section is less efficient than tubular section. But the most efficient is box coolers and the cuantitie and the space in the ship change a lot. Anyway caterpillar has a guidelines to calculate the area of contact for keel.coolers based in kw of termal rejected of equipmentns and other parametres such a % of glycol in the cooler water. Velocity the ship and the cooler water into the keel coolers etc. Personally I have calculated several with this guide and the area y dimensions of keel cooler were overdose. Finally you can decrease the size of keel coolers playing with the parametres.

Keep in mind that when towing, the tug may not be moving fast (under 4 knots - ) but under full power so the amount of cooling needed may be 150% to 200% of what is needed when free running depending on the ambient water and air temperature.
Each system may have a different operating temperature so keep them independent. Plus, channel welded to hull can transmit heat to the interior of the boat so the hull may have to be insulated or larger ventilation system installed.

I pass in annex the caterpillar guides to sizing the keel coolers. Anyway you must to study the spechs of your equipments for the configuration. In fact for instance small engines only need 1 keel cooler for jacket and aftercooler and in the same circuit instal the oil cooler of the gear transmission in engines more power is used install 2 keel cooler independent 1 for jacket and other for aftercooler
