    I have commercial fished for years and when I get something similar to that I sand it down as you did and then I will use resin and wet the inside of the hole and then I use a chop gun and try and get as much chop as I can and that is followed by a layer of thin basalt and then gellcoat. Now, please know that I know that's not what is the best option however, it has worked for me without fail for many years.
