    Dear RINA fellows,

This is my first post after long time knowing this board.

Graduated in 2002, my B.Eng (Mech. with some subjects in NAME) was not accredited as a true NA course. Anyhow, I have been being a member of RINA since 2006, where I started as GMRINA during my M.Sc. study in Newcastle.

At certain point the institution changed my rank to AMRINA. But, it never be easy to develop competency further, working in the region with such a small shipbuilding industry, and not so advanced. It has taken me a decade to have enough confidence to pursue MRINA status for personal satisfaction recently. C.Eng is not required.

The problem is that at least I get stuck with the Proffesional Development Objectives , DESIGN – Safety, Risk & Hazards while I am completing IPD logbook and Proffessional Review Report.

D7.1 - Be familiar with techniques for the evaluation of risk and measures to reduce it
D7.2 - Understand the safety implications of design and of hazard identification and amelioration.
D7.3 - Be aware of reliability techniques and factors affecting a product’s through life capabilities.
D7.4 - Be able to apply techniques to achieve safe design.

I have read RINA’ “Safety Guidance for Naval Architects”. I have also skimmed through 379-p Risk-Based Ship Design by Prof. Papanikolaou to touch upon terms like FSA, qualitative assessment, QRA, HAZID, FMEA, SWIFT, HAZOP, FMECA, FTA, CBA, ALARP, etc. Also, back in Newcastle 2006, I had been lectured a little about this, and hardly found their appicaltion for the past decade of my career as an NA. Now I still see no progress unless I would have a chance to apply the knowledge seriously in real life. I don't mind to, but no HAZID workshop invites me to participate, just in case there is even one.

Question 1 : How can an AMRINA pass these objectives and fill up IPD logbook properly ? What to do when his NA career is not around novel and complex design projects or developping safety regulations to utilise the risk-based design methodology.
In my case, the experience closest to this stuff is performing Probabilistic Damage Stability Calculation as required by SOLAS. Also, I am aware of FMEA reporting for DP vessel, but it is the job for the real specialist on such part, isn't it? We do not have big ROPax or AFRAMAX tanker projects to learn in this region, too.

Question 2 : Is it allowed to skip some sub-objectives stated in IPD logbook ? Or, the log has to be 100% completed.

You are faced with a similar position I was in 30 years ago after i graduated.
All you need to do is to make a dairy of your daily/weekly work. What you do, how you do it and categorise the work as per the guideline requirements in the RINA guidance. It looks worse than it really is. Since I too did not work for a large company with a recognised RINA training scheme. So in the end the time served, at work, ended up roughly as a 2:1. So if the requirement is for say 1 month of project responsibility, in other words, the choices decisions to be made are by you alone, then instead of 1 month, you can demonstrate 2 months that is sufficient. This is how I did mine. You need to log it, in the required format, and then your employer superior/boss/tutor whom ever that is that is in charge of you, to sign and authorise your log book. They generally must be a MRINA too.

So for me, some 25years later...now, I am an FRINA...it just takes a bit more time than a formal training program but you do get there!

Many thanks for the advice from a very senior member, Ad Hoc.

So, all objectives have to be met somehow despite of double or tripple efforts to be spent.
It seems I still have a lot more to learn outside office hours.

What is an FRINA? Is it a rank?
