Why does "ROA v/s Nondimensionalization Encounter frequency" have this two distinct peaks? what does it tell about the ship?

It indicates how much movement the vessel has at certain frequencies - which is related to the speed of vessel and waves it encounters. From this you can calculate the accelerations.
