Given the high number of passengers it may be interesting to consider a catamaran, less than 24 in length (which can be a LOA> 24 m). Being a semi-displacement boat, catamaran could be advantageous, for space and stability.
You should do as soon as possible an estimate of weights and centers of gravity, as well as center of buoyancy, to determine if the forward volume is enough or it is not.
But I think the first thing at this time is to check that there is enough space for all passengers, ship equipment and its services.

Thank you for the opinion about the design. Yet I'm to edit the lines on rhino. this is a very initial stage hydrostatics. The photos show some more info.

Agree with you about the title issue. what matters most is what one says. I told about the qualification as an answer to a question there. Hope my comments weren't offensive, but yeah I was defensive at some point here.
I really respect the the experienced members who make long stories really short. One reason why I here is to learn from the experienced members.

Hi Nishan, I have experience in design of GRP passenger ships between 15 and 24m. If you think I can be useful in something do not hesitate to contact me.
    Cheers.

Hi.Have designed many commercial ferries etc.
why would you not consider a catamaran-multihull, can usually accommodate the numbers and require less horsepower especially on short runs. more stable and passenger friendly.

Gut feeling here owning a 20-meter boat, it is hard to fit that many people, all the safety equipment and make it comfortable even for a 15-minute trip, then of course, we have laws and center of gravity issues. Sounds like you need a much bigger boat. 30 meters
