bracket & collar plate

    Dear sir,
    attached please find the frame section.(aluminum boat abt. 17M).
    the class add some brackets and collar plate on the long..
    I want to know more reason for the extra bracket and collar plate design.
    does any one have the books or documents about the issue?

    They prevent crack starting and structural crippling caused by the cutouts for the longitudinals. See Ship Structures Committee Report 331 (SSC-331) DESIGN GUIDE FOR SHIP STRUCTUAL DETAILS.
