comanche 100 rudder

    Looks like a slight bump to me-are you sure it's a cavity? Here is another view showing what looks like a cavity to the port side of the rudder-partially behind the rudder in this shot:

    Is it simply to create a completely flat area that acts like an endplate?

    it is not a cavity, it is a flat section where the top edge of the rudder sweeps over the bottom surface of the hull. this way they can maintain a completely tight and consistent gap at all rudder angles between the top of the rudder and the hull. as small a gap as possible is more important than maintaining perfect surface curvature over the hull. with careful design the drag increase to hull is minimal, and much smaller penalty than having a gap between the top of the rudder and the hull. both the drag is reduced and the rudder is more effective (end plate effect).
