I believe Prime Minister has resigned for not coordinating proper responses and making an insensitive comments.

The head of Korean Coast Guard has also resigned for improper responses and reporting errorneously in public. However under criticism of leaving unfinished operation, he will stay on until end of current operations.

The Korean president, elected into office last year, had to make a public apologies about not having proper safety governance policies in place and not coordinating effective rescue operation.

Trial of South Korean Ferry Crew Begins | NEW YORK TIMES

A helmsman, Jo Joon-gi, said he had not made a sharp turn that caused the ship to list, as prosecutors said he had in their indictment. His attorney said that when Mr. Jo tried a normal turn to the right, as instructed by Park Han-gyeol, the shipmate in charge of the bridge at the time, the ferry turned more than intended. When he tried to right the ship, it kept turning to the right, his attorney said.

Ms. Park, 25, was so panicked as the ship listed that she just crouched at the corner of the bridge and cried, her lawyer said. On Tuesday, when it was her turn to stand up and identify herself to the presiding judge, Lim Joung-youb, she trembled with tears. Mr. Lim let her sit and calm herself before trying again after all the other crew members had identified themselves...

South Korean President Park Geun-hye announced Monday that she would disband the coast guard because of its inept efforts to rescue those stranded aboard a sinking ferry, which left more than 300 people dead or missing, mostly high school students...

The coast guard and other government agencies have come in for particularly pointed criticism for their slow and ineffective response in the early stages of the sinking. ...This week, the government dispatched 9,000 cops and a helicopter to [Yoo Byung-un's] sprawling church estate near Seoul, which critics say houses a cult called the Evangelical Baptist Church. It’s an organization known for its organic ice cream and produce, and populated by female sect members called “mamas,” Reuters’ Ju-Min Park reports. The cops said they needed so much manpower because of the compound’s sheer size. It covers 30 football fields. It’s got a fish farm, a cow ranch, a 5,000-seat auditorium.

But one thing it apparently didn’t have: a 73-year-old billionaire named Yoo Byung-un. Prosecutors contend two middle-aged “mamas” helped him escape...

Arirang News reports Coast Guard that Coast Guard erased parts of Sewol footage "because of memory overload"

JUNE 24, 2014 — Relatives of victims in South Korea's Sewol ferry disaster are outraged by news that the Korean Coast Guard has erased parts of the original video footage that captured the ferry's final moments.

Arirang News reports that the Incheon District Court, which is handling the case, says it received 85 minutes of video footage shot from Coast Guard helicopters and a patrol boat, but segments are missing.

The Coast Guard, which has been much criticized for its handling of the disaster, says certain parts "were erased due to memory overload."

South Korea ferry disaster: owner blamed for 5 earlier crashes | CBC NEWS

In the same narrow waterways where more than 300 people died this spring aboard the South Korean ferry Sewol, another ship owned by the same company crashed into an oil tanker 11 years earlier. The ferry's captain had chosen the difficult water path to cut a mere 11 kilometres from its journey.

It was among five crashes, from 2003 to 2011, that government investigators blamed mostly on sailors of Chonghaejin Marine Co. ferries. Three of the incidents occurred within a 12-month span, and after those occurred, a government investigator chided the company for failing to make safety reforms...

After the 2003 oil-tanker crash, the tribunal asked that Chonghaejin stop using the Maenggol Channel, but the shortcut saved the company money on fuel. The Sewol sank in the same channel, about 16 kilometres from the 2003 crash...

South Korea had reason not to revoke or suspend Chonghaejin's licence before the Sewol sank. The company had a monopoly on South Korea's longest domestic sea route, the one between Incheon and Jeju that the Sewol was plying went it went down. A licence suspension or revocation would have affected travel plans for thousands of people and transport for thousands of tons of cargo...

From 2009 to 2013, Chonghaejin was responsible for nearly 10 per cent of maritime accidents among domestic South Korean ferries, even though its five ferries make up less than 3 per cent of the overall fleet, according to the office of opposition lawmaker Kim Choon-jin, which analyzed ministry data. The six Chonghaejin accidents included one crash, one less serious incident of contact and four engine failures...

The Sewol was a Japanese ferry that Chonghaejin bought and redesigned to accommodate more passengers. A Korean Register of Shipping inspector determined that the changes greatly lowered the ship's cargo-carrying capacity, but port documents show that Chonghaejin ignored those new restrictions and routinely overloaded the vessel. And why did the company buy the ship to begin with? It appears to have had something to do with keeping its monopoly on the Jeju route — the monopoly that, among other things, discouraged regulators from taking action over safety lapses...

Since this billionaire schmuck refuses to be found, they ought to confiscate all his property, throw his church members our on the street, and nationalize his fleet.

Probably the best punishment for the super rich who do bad is to reduce them to poverty. Their kids too, if they are dependent on inheriting Papa's fortune.

I never learned a thing from an argument I won.

All the money has been offshored already to puppet companies where his name is not attached. I bet the company is just a shell and really doesn't own the assets. Fairly typical for high liability operations.

A vessel is nothing but a bunch of opinions and compromises held together by the faith of the builders and engineers that they did it correctly. Therefor the only thing a Naval Architect has to sell is his experiences.

The strange saga of now-dead billionaire South Korean ferry owner Yoo Byung-un | WASHINGTON POST

South Korean police announced Tuesday morning they had determined that a previously discovered body, found on June 12, belonged to none other than Yoo Byung-un.

But the circumstances of that discovery stirred almost as many questions as Yoo did in life. According to the AP, he was found face up in an apricot orchard, dressed in expensive Italian clothing, decomposing. Spread around him was a bottle of squalene, a shark liver oil derivative sometimes used as moisturizer. Two bottles of Soju rice wine. A bottle of “peasant wine.” A magnifying glass. And an extra shirt.

How the 73-year-old died is unknown. Also unclear was why, if South Korean authorities have long had Yoo’s body, they apologized as recently as Monday for their failure to capture him...

After ferry deaths, prosecutors see a South Korean empire built on corruption | THE GLOBE AND MAIL

...In the ferry disaster, the Sewol’s troubles appear to have begun with the addition of the extra cabins and the art gallery above the main deck in late 2012, a change prosecutors say Yoo personally ordered...

That inspector is now one of six regulators behind bars. His indictment says he approved the retrofitting without properly conducting an “incline test” to determine whether the renovated ship was stable.

The coast guard was supposed to check whether he had performed the test properly, but it did not, government auditors and prosecutors say. In an interim investigative report this month, the government’s board of audit suggested the redesign had not followed the approved blueprints and was 100 tons heavier than promised. Much of the extra weight came from the addition of thick marble slabs for the art gallery.

The next layer of protection was supposed to come from the Korea Shipping Association, or KSA, which checks that ships are not overloaded. Each time ferries leave port, they report the amount of cargo they are carrying to KSA inspectors. Critics of the lax maritime safety system have long said that the shipping association should not monitor safety because it has a built-in conflict of interest: it is an industry group funded by the shipping companies that it is supposed to monitor...

As it was, prosecutors say the company overloaded the Sewol during at least 139 voyages in the 13 months it was in service. In court, some executives and crew members have acknowledged that the ship routinely carried more cargo than it was allowed. Dockworkers say the ship was so unstable that it would lurch badly during loading and unloading, sometimes forcing them to drive forklifts onto one side to hold the boat steady while cars were driven off the other side...

Some dockworkers on Jeju said they held small demonstrations in front of local government offices last year to complain that the ferry company was putting more cargo on the Sewol and its other vessels than it reported in cargo manifests. Their particular complaint was that understating the amount of cargo resulted in less pay for the dockworkers, who are paid by the ton...

The many ways in which the ferry company cheated came back to haunt the Sewol on April 16, the day of the accident, when all of the vessel’s problems combined in a cascading series of events. As it headed toward the most dangerous part of the journey, a narrow waterway with treacherous currents called the Maenggol Strait, it was burdened with 2,142 metric tons of cargo, about twice the maximum permitted, according to prosecutors.

Beyond that, it had only 761 metric tons of ballast water, less than half the minimum required. Then the ship’s helmsman turned too far to the right, more sharply than the 5-degree turn that the regular captain, who was not working that day, had recommended because the ship was so wobbly, prosecutors said. Crew members and surviving passengers watched as stacks of cargo containers that had been badly tied down suddenly started sliding, throwing the ship’s weight to one side...
