Also is milled fibers something I can pick up at a big box hardware store or maybe a lumber yard? Or is that something I need to order online?

I wanted to thank everyone for all of the help and insight you all have provided. It made rebuilding my transom a lot easier. It also gave me insight to using epoxy for future projects. I just finished mounting to motor last night and will be performing an on the water test this week. I ended up bracing the inside of the transom with 1/4" angle alum. This has seemed to really firm up the transom for the motor setback. Thanks agai for all of your help!!
