Fixing stuff thats half submerged is always going to be an issue. The same with having the outboard motors clamp thru bolts wet... its just asking for rotten transom core problems.

I Think Ill solve the problem with the next 40 horse skiff I build by raising the transom 5 inches and fitting a 25 inch shaft motor to keep the clamp assembly dry

People say NO ! it will look ugly and NO !!! it will put the motor mass too high and you will flip over !!!!!!!

. I don't care. I hate fixing poorly designed stuff.

I've stopped specing 15" shafts and nothing but 20" for all but the smallest skiffs. If you epoxy bond the mounting holes, you can mitigate the potential rot problems and add a compression post under the fastener at the same time. This is something else that is just called for in, any outboard design.

Thats a 20 in shaft. Looks like a science project.

The trim mechanism is dead so you can imagine two guys with hammers are going to show up...bash the motor off the transom, bring it the shop , replace the trim, send the owner a 500 dollar invoice, then return it to the boat and bash it back on the transom with hammers.

This is just the way the world works.

Compression sleeves and epoxy lined holes, best practice, doesn't last forever.

I criticize the design for being high maintenance.
