IMO has stability criteria applicable to each type of vessel. One of them applies to pontoons, not self-propelled, unmanned cargo deck only, etc. . Is this the boat you are studying?.
In addition to the specific criteria, is likely to have to study a loading condition, full load and the crane loaded and extended his arm toward the sleeve to the fullest extent of the crane.

In a real case, what I would do is check with the Maritime Administration which load conditions they want to be studied.
In general, what you have to do is raise several loading conditions, with and without ballast, real situations, to determine which is the most damaging and check that it also met the stability criteria. Typically, the Administration indicated, the record of the ship, the ship can not be loaded in worse circumstances than those studied.
