    It's a bit odd that until the nuclear age, there is no record of a weapon being developed which was not used (so I've been told- I'm open to counter examples). So the quote has a rather different context, or subtext, than it used to.

    Nope - those Lasers were misused conventional Lasers. None of the military designed Laser weapons have never been used in a military engagement. Mostly because the are $^$$^& useless, but that's not the point.

    Adversaries don't need military designed weapons to do military things. Sabotage is a military act and can be done with common articles. Russian "trawler" blinded a Coast Guard pilot with a laser off the Alaskan coast several years back because they didn't want him there. Benign act? Hardly.
