    No, so long as you are a licensed operator and are accountable to your base station call sign and identify as "portable".
    That's for Canadian regulations anyway.
    I've even received a radio check on a clients hand held from the centre of town. I was asked, for the first time, my position though. The Coast Guard Station took no issue that my position was two downtown cross streets. It was kind of odd though.

    Here, the only way they can locate you is by either triangulating from three radio towers or with mobile Direction Finding (DF) equipment.
