Can everybody design?

    Yes, I mean them also.

    We have designed over 100 boats models in last 5 years in that range, about 50% of them for pleasure market.

    yes but one off's or are there are 50 new models on production lines now?

    Some are production boats, some are custom designs.

    It is quite difficult to certify boat in Europe if it is not engineered properly. I know couple of reputable yards building cats using 'experience' only, they failed to comply CE certification.

    What happens with CE and existing production that existed prior to it?
    Did many boats have to be altered or did some cease production?
    I notice even beach cats have a CE tag what gets tested there?

    No, the holes had nothing to do with people. The holes were done for engine room ventilation because the owner thought that engine room reaches very high temperatures. He opened those holes while the boat was empty. When it was loaded, of course she gained some more draft and the water started to flood. The boat started to sank while people were on board.

    Some boat have to be modified; say new regulations for emergency flotation are more tight than old 10% rule. But because ISO standards were introduced slowly (it took years between standard published and put in force), builder had chance to incorporate new requirements in new models.

    OK, there is similar boat in nearest marina, 20m in length, intended to carry tourists. There is a load mark drawn on side (the disc), and it is on level of air intakes and portlights. Thus, the freeboard is ZERO. I might take a photo of it...

    Sure can not; seems in Thailand one can draw load mark where he wants - 'from his experience' :D

    To solve the problem with uneducated fortune-seekers destroying boat building industry, I believe one day we need to set international boat designers and builders association. One can become a member only by having few boats designed and built with proof of record, and having references from 2-3 members.

    Well, I disagree with you in many ways but I respect.
    We both are against tricker. That's one point. For the rest, I see that we have different point of approaches. It's probably because we stay on different parts of this situation.

    Over here in Europe with that CE stuff it was probably intended to create a minimum standard for commercial buiders of pleasure crafts but i believe it also turned out as some sort of market protectionism for the bigger buiders since a good number of small builders are obviously not able to serve the administrative requirements and related costs concerning documentation and certification of the building process which leads to the necessity to have a one-off approved after it is finished.
    Now of course that is doable for one-offs but probably difficult for small production boat numbers.

    Besides that in Germany boatbuilders require to have a master of boatbuilding as supervisor of production.
    This master of boatbuilding is not an academic degree but the highest level of craftsmanship with lots of formal education a..nd engineering background. They are, like naval architects, qualified and approved to design a boat and are able to tell a naval architect what is doable anf what is not. Furthemore it means that you cannot rum a boat production with an academic grade only witout having a master of boatbuilding involved. I strongly believe that this system does not do any harm to the quality and safety of boats. But obviously this structure mainly applies to bpleasure crafts below 24m.

    However, amateur projects are free from these requirements. But they cannot be sold for 5 years to ensure they have at least some time of proven safe service under their belt. If they are to be used commercially they need a formal approval which means they become inspected vessels.

    I think this system keeps the final product reasonably safe. But then of course this has little to do with the conflict between szylists an the fellows involved in the engineering aspects os boat design.
