Assuming that my (very) limited understanding of French is correct, and you are asking whether this is a displacement craft that manages to travel at plaining speeds without actually planing, then the simple answer is no.
It is a planing hull. Slightly unconventional and lightly built, but a planing hull nonetheless...

I don't know how smart you'd feel getting a bath when that bow pierced a wave running downwind, which I'd fully expect would happen.

    Will,

I don't understand any french at all so will have to go on what I see. What I see is a boat that has nothing to recommend it as far as performance is concerned. Whether it is planing or not seems irrelevant to the fact that it is making a lot of waves and using a lot of fuel.

The only thing to admire is Goya's Naked Maja painted on the side

Of course, if I totally don't see what they intend, I apologize to the designers.

It's difficult to accruately tell from their website, but the hullshape in the pics appears to bear little in common with the lines drawing that comes up. It looks vaguely reminiscent of the shape that I employed for Graphite, but only vaguely. It rides very high, with almost 1/2 of the length clear of the water, which I expect would make for a very harsh ride with such flat aft sections. Trim the bow down, either with the motor or tabs would no doubt go some way to improving things...

Yes, The forward part of the hull and bow does look much like your Graphite but the running attitude certainly does not. We need a translation to know what is being claimed. The attitude and wavemaking of the boat is what I try to avoid in mine. The wedge shape in plan view seems extreme also. I can't imagine running an inlet downwind in it.

okay, I understand better now what explains the journalist in the video.
I forgot to write in my first post that the journalist says that the smartboat showed on the video is the first inboard built by the factory, and that this new model is heaviest and stays flat in all conditions...

PS : Really sorry for my english...

Italian seller of Smart Boat claims 43 kts with 2 persons and a 115 HP Yamaha engine, 25 kts with 8 persons. These numbers reflect the central role of light displacement (940 kg with a 115 HP O/B engine) in the design philosophy of this boat, imho.

If lightweight is smart, then perhaps the term is not so innapropriate in this case, imho. It surely goes against the general industrial trend we've been experiencing in the last decades. Another thing going against designs commonly seen around are very sharp and simple lines. Evidently, Wally Power has paved the way for the next generation of powerboats.

Then again, if lightweight and simple is smart, a RIB would probably be even smarter. A Zodiac 650, for example, does 49 kts with the same maximum power and offers the same comfort, plus a possibility to transport max. 11 persons.

"Smart" to me means you pay a lot to get a little, and you get to feel smug for doing so. Just look at the car. I must be too dumb to get it.

Its just a planing boat, not much different from any other low deadrise center console, except the price is about 3x more. Teak decks are not all that expensive. And a diesel in such a small boat? A modern outboard on a similar center console should give 5 to 7 nmpg.

Rubbish and boloni. It is planing like every other boat, and worst the stern wave is bad.
Smart is one of these eternal scam of some yard with good journalistic connection.
like the Wally and other motorized craps.

PS And I understood the pathetic comment on the video.
