    Engineering Logistics Center, Equipment Management Division, Naval
    Architecture Branch, Baltimore, MD

    The incumbent of this position serves as a senior technical specialist in the Naval Architecture Branch. Responsibilities of the position include: plan, develop, coordinate and accomplish large, complicated projects which require multiple manpower and funding, such as cutter design studies, model and full scale test projects, application of state-of-the-art technologies, development of design criteria, hydrodynamic design, sea-keeping and ship motions, maneuvering, habitability and human factors, ship and helo interface; develop, review and provide recommendations for proposed project requirements, expected results, and budgetary estimates; establish methods and procedures to substantially reduce project costs; oversee the creation of Project Proposal Reports or Engineering Change Proposals to identify and resolve issues of project scope, cost, resources, etc.; ensure that training requirements and integrated logistics support requirements are established; evaluate bid proposals and prepare performance specifications; review vendor submitted drawings and ; perform the analysis of life cycle cost and total ownership cost; manage the development, evaluation, and improvement of planning document procedures and standards; establish communications with headquarters planning coordinators, area and command staff to communicate and market proposed improvements and new procedures; initiate contact and provide expert technical advice and direction to contractor professionals; and plan, perform and manage projects for feasibility, concept, preliminary, contract and detailed design efforts for new cutters and modifications of existing cutters, where major changes in shipboard equipment or arrangements affect space, weight, structures, stability, speed or cost.
