    John,
Recently one of my 6V-53's took a slug of water up the exhaust. Unknowingly I hit the starter before air box drained out. The result was a rod bent just enough to prevent the piston from traveling far enough to fire. this caused a cloud of white smoke and fuel sheen at all engine speeds.

Also, these engines do not like to idle and will put raw fuel into exhaust at RPM under 800. According to DETROIT mechanics this is normal for these engines.

Check for broken oil rings when you disassemble the engine. They are very easy to break when installing and would let crankcase oil go out the exhaust and water. Even if it looks like you're not losing oil on the dipstick a slight amount being sent out the exhaust might give you what you've got and not be enough to easily see on a dipstick.

If he changed the injectors I doubt nozzle wear is a problem.
