To the OP it's not an impossible dream but honestly better to study up on how to sell the idea to governments or cashed up private individuals. There are plenty of designers who can draw the ship and builders who can construct it but getting the finance to make that happen and to pay for the ongoing maintenance is where the real challenge lies.

There are some pretty ambitious programs that have succeeded in making themselves at least reasonably financially stable. My favorite is the Stad Amsterdam I'm not sure if it is privately funded or a public/private partnership and have not been able to find out much about their business structure.
