I'm looking at constructing a heavy 2 storey boat on chemical containers or a pontoon system or foam. It would be quite heavy... and could have multiple levels of containers. How much should the floatation part cost? Who would certify it?

I had the same idea but dropped it after doing a bit of research i figured it would quicker to build two plywood epoxy pontoons . That way you have two single floats. Much simpler and neater.
