Polyurethane foam is what I have experience in, the most common in off the beach cats and surfboards.. The stuff you are talking about was well out of my price range but sounds fabulous if it can be shaped and sanded, forgetting my station..ha. and I wasn't accurate enough. I'm not sure why you would suggest, "'Drain holes' as such in foam would not work as you'd need one for every microscopic cell", rather pedantic, and I the opposite, it turns out; that is because I was referring to my experience with polyurethane, not high density closed cell foam,
I picked up a copy of a little book printed in the 60's of all the small off the beach type crafts available, all made of marine ply I think, but that was in the early 70's from a "white elephant jumble sale" I think they were called, it stirred my imagination, I don't still own it.

I was just clarifying, as you had mentioned 'adding drain holes' to solve your issue with PU foam and water. But to 'drain' any foam that is not closed cell, would indeed require 1000's of microscopic drains (1 per cell), but we both know how impossible and crazy that idea is .... hence my point that it's not workable. That was all. Sorry if I offended you in any way, certainly not my intention.
