Can anyone who has owned an Australian built 1969 Columbia 27' with 3200 lbs. of shoal-draft ballast confirm that the ballast is lead?

The US built Columbia's had a lead casting, but I'm not sure about the licensed versions (Australian). A good magnet will tell the real story, as will inspection of the keel bolts.

Tripp designed, same mold as used on the Coronado 27, built in California, which was really a reworked Columbia 26 MK2 and whole bunch of them got built.
