Maximum Displacement or Maximum mean Draft , limiting for your loading conditions are made?

What you think is correct when making loading case for stability manual.

Referting to MSC1.Circ1573 I understand Displacement should be the limit.

Some from CLASS insisting for Maximum draught siting Freeboard mark should be acheived at full load.

    Your opinion will be helpful.

The answer is both. Remember that displacement is a volume measurement, not a weight measurement. KB and BM is effected by volume displaced, but KG is only effected by weights. So the placing of the Load Line and the calculation of stability needs to take in the effect being in different densities of water, from artic salt to tropic fresh.
