But I need a flat deck. Are there any alternatives to all welded floor plate. I'm worried about distorting the hull with the welding. What about a deck that just slots or falls into place? What about a deck from some other material? Any suggestions / advice appreciated. Thanks

A sixteen footer not being that big, you don't want that floor (sole) too high, it will raise the centre of gravity of the boat and its contents. A piece of waterproof ply would be suitable, notched to nestle around any ribs, with the odd screw here or there to ensure it stays in place. Not screwed through the hull skin, of course. You would need 1/2 inch to give a solid platform with minimal support frames.
