How soon must PVA be applied to laminating resin before it forces a hard (non-sticky) surface? Can it be applied several weeks late?

    Thanks

It needs to be applied during the initial cure, using it later doesn't do much.

On the other hand, if catalyzed properly most resins become tack free after several weeks on their own.
