Dry sand small areas question

Hi
Purchased a boat that has been repainted here & there & looks nice
Except
A couple areas there were 1" - 2" repairs where the previous owner squared off areas with tape, primed the areas then painted
He didn't feather out the primer so there are these little squares...
I'd like to dry sand them to feather out down to the primer then repaint...
Is this possible?

Possibly depending on the paint involved.
However
Most dry sandpaper will leave noticeable scratches when top coated by most marine paints.
Wet sanding with 400 or 600 grit would have cosmetic advantages.

I was hoping to use a buffing compound to possibly eliminate any scratches

No go with buffing compounds.

You need to eliminate scratches before top coating. Buffing compounds leave a residue that interfere with adhesion of top coat.

Wet paper can be used dry but it clogs fast.

Most two pak or two part polyurethanes are impossible to blend. If he had sanded with a high enough grit; the scratches would not show much at all, but a haze would. The trouble is that it is not possible to feather or buff many paints the way you wish.

The best plan is to address the issues at repaint time for the entire boat.
