    I'm not sure if this is within your requirements as it's driven on water by paddles, not paddle wheels but it is nicely executed and practical:

    This one I like because I've seen it in action. String transmission, cordless drill power and steered by two wheels/rudders forward. Fast Forward to about 4 mins to see it in action:

    Has there ever been a design that can sail?

    mid it’s amphibious then it could be a land yacht or water

    Sad to see what our tax dollars are going for with that monumental kinetic sculpture.

    I think the Autocanoe was my favorite.

    There was the 'Sea-Quad' - started with a sail rig then moved to kite power.

    Tuhhsnelda at the bottom of the page uses water friction as an advantage, instead of a drag disadvantage, idea could be a ATV amphibian, haha! Similar to what you really want?

    Some possible disadvantages of the auto canoe are it's weight, length, and incompatibility with at least some unpaved or winding bike trails....

    Great page of ideas. Its true that the Paddlewheel Canoe would make a poor Cycle, but its the transition from land to sea that is its biggest appeal.
    In an ideal world, the reduction in performance on the water would be minimal.
