    the quotation is actually:
Laugh on laugh on my friend
Hee laugheth best that laugheth to the end

This proverb originated in Tudor England but, for once, wasn't coined by Shakespeare. It is found in print in the play Christmas Prince, which was first performed, at Cambridge, around 1608: see The Phrase Finder https://www.phrases.org.uk/meanings/he-who-laughs-last-laughs-longest.html

But over the centuries has become:
He who laughs last, laughs longest (or in some versions, best)

When we face a life storm, our faith is challenged most often by God's seeming silence when we need him the most. Life storms helps us to explore the reality of trust, when circumstances challenge our faith and tempt us to doubt God's promises.

All of Western civilization has this at its base. It is why Agamemnon was out there with his armies. Not to rescue Helen. They were sacking and pillaging, because that's what they did. Paris just had bad timing to have captured her away while Menelaus was out with his good buddy Agamemnon and their armies were in the neighborhood.

It was how those ancients made their living.
