Laminating - rough surface biaxial

It's a sugar scoop on a sailboat and my plan was to use (on each side of the foam):
1 layer Biaxial 450g
1 layer woven 450 g
1 layer csm 180/360g

Building a sandwich construction with foam and fiberglass.
40% got pretty rough on the first layer, do I need to sand this down, or would it be possible to fill it with a filler, before adding a new layer of fiberglass?

Sanding if a pain and when it's a radius it doesn't make it easier to sand.

 

You should have laminated it on one side, completed, in one go, by the sound of it.

Is sanding it smooth my only option?

 

Some light sanding to provide a key for your next layer, followed by a layer of light mat, then your woven, finish with light mat. If I am understanding you right, you have just the biax done ? I think you need that resin rich mat against what you have already done , to bond the new to the old.

 

Yes, I have only done one biax so far. I'm just afraid of air bubbles cause of roughness .

 

I'm going on a limb you didn't use laminating roller. Air is redo, imo.
