Templates can be accomplished using the procedures for the development of surfaces, either by hand or with any drawing software.

For any software to give you what you want, you must define the shapes of the ship and create a 2D or 3D model. Make sure you can do that before asking the software to develop the plates.
Rhino is one of the most popular softwares. You can also use AutoCAD, MaxSurf, Foran, Catia, MathLab, and many other programs whose name I forget. Other members of this forum will give you many more names but I'm afraid that's not a solution for you.

It will be advantageous for you to understand the principles of common graphic drawings. You can easily convert two dimensional drawings into the third dimension. Consider a boat hull as if a loaf of sliced bread. Each slice has its' own unique dimensions from which you can develop frames. That done, you can convert the section dimensions to plate layouts.

Computer programs do that fore you but an understanding of how and why it works is essential to a thorough knowledge of what you are doing.

I want to design boat hull in any parametric 3d software. Later I want to unfold it so it will better and faster to make it as a template and work on it.

Excuse me if I'm assuming something is not right but I think you would do well to forget, for the moment, there are computers and learn how to do the job at hand. Subsequently, the computer will make things easier and save you time.
A pencil and paper is the best "software" that you can use now.

I don't have any boat design software, to fill in the data needed for a software program you'll need to know the measurements of x,y and z axis. My high school geometry was 50 ears ago but I believe the x axis is the length, y is the width and z is the height from the origin. The origin can be at the front level with the bottom (keel) and directly below the end of the bow. Measure along the x axis to equal parts (stations) and take the measurements at each point to the y and z axis. Work from the x to either side, only one side as the other side is identical. You might try placing the stations at 16" or 18" on center along the x axis.

You can draw it out from that and try to make a model out of heavy paper stock with scotch tape or glue.

I'm not a designer, so if this is in left field we will likely hear about it. :)

Rhino is a good 3d software to use.

And you can find freeship for free but as pointed earlier: software will help you create shapes that resemble a boat. For the software to create shapes of a safe well performing boat (worth spending any money and time on) requires knowledge from the user.

    wire frame method

i met a local boat builder ,who did designs by making a mockup with aluminium rods bent to show deck , keel, stem chines and then joined the outlines with straight line rods to get the conical hull , that is a conical hull because all frame lines are straight . even a cone has curved shape when cut on a bias angle .

That is not enough condition for a surface to be conical or even developable.

Totally agree. Straight frames not means developable surface at all.

develop meant? straight frame lines can be twisted

straight frame lines can be twisted ,so that it represents a cone> it is still triangulation . no compound curves for difficult forming just rolling or pressing shape no dishing. like plywood shaping.

rick gray, do you know what the hyperbolic paraboloid is ?, a ruled surface that is not developable.
