oil barge

    Is it necessary for an oil barge to have double hull?

    It depends on where the barge is operating and what type of products it is carrying. You'll have to check IMO/SOLAS regulations, MARPOL, and any local laws/regulations where the barge is flagged or operates.

    the barge is going to carry diesel oil .
    which part of IMO i should check?

    You can start with MARPOL.

    There may be relevant sections in SOLAS, but I can't recommend anything specific because all you have disclosed is you have a barge which carries diesel oil.

    Where does this barge operate?
    How big is it?
    Is it manned?
    How much cargo does it carry?
    Etc.
    Etc.
