    Quite right, easy to move ballast around to see what difference it makes. Is there much slack in the steering set-up of this boat ?

    Yes, because it is quite possible that you currently have the CoG behind the CLR. Or, if you prefer, behind the center of pressure of the keel.
    It is totally compatible with the description of the boat's behavior in your post #8.
    Start filling the sand bags. ;)

    Right, well it looks like the sand bag test is a cheap and relatively easy experiment to conduct, and assess it from there.

    I'm planning to build a chain locker in the bow later on, so this sandbag test will give me great information on where to locate it right.

    This is something I have in mind, found on a sailboat!

    I'm betting the opposite :D Let's see.. Easier than sand bags is a case of beer, and enough friends to drink it just move the case and friends will follow..

    All my Finnish friends drink KoskenKorva (vodka) so I'm afrad that it would be a mess! :D
