    If you want light and easy to go 4+ mph try a kayak stytle paddle in a canoe. Something like this is very easy to hold 4 mph:

    You can find used high performance boats in good condition for 500 bucks. I got a 16.5ft, 32 lb Wenonah Advantage for 200 bucks. It needed a coat of epoxy but was otherwise in great shape.
