Since one's screen name is not automatically attached to a rep point I think we can safely conclude that signing a rep point is optional. BTW, I am only allowed to give one negative rep point at a time, so your crystal ball must must be quite lustrous. I'd give you some negative rep points myself, just for all your whining about rep points, but apparently I need to give a lot more neg points to others before I can give them to you again.

Well, Baltic, I may have been wrong about you. Still, there is a 50/50 chance the rep came from you. Not that it matters, but I would like to know who is posting the points. It is like being hit with a feather, and posting rep without signing it is, to me, rather chicken-hearted. So I guess that may be the source of the feather.

Report States China Must Spend $330 Billion in Battle Against Climate Change | THE MOTLEY FOOL

China's rapid economic expansion has been fueled by a huge capacity of energy generation, mostly in the form of coal power plants, which has turned the country into the largest producer of carbon emissions in the world.

The country's official policy has always been that efforts to battle climate change should be headed by the developed nations that have already been allowed to emit huge amounts of carbon dioxide to fuel their economic expansion, rather than the current largest emitters. However a new report compiled by Beijing's Central University of Finance and Economics offered a contrasting view, stating that China must take responsibility for its share of carbon emissions and spend 2 trillion yuan ($330 billion) on emission cuts and clean technologies...

It suggests that the government should use carbon markets to auction CO2 permits to raise the cash to fund the necessary investments. Reuters claims that over the past seven months, five regional trading schemes have been created around China, with plans to introduce a scheme for the national market some time during before 2020. One of the markets, southern Guangdong, is currently auctioning 29 million permits a year to firms, although the revenue generated is not reserved for investing in climate change...
