It's hard to imagine how you could reasonably, or even possibly, see that she was.

 

Plenty of English, Dutch, French, Barbary States, Chinese, Japanese, and other pirates, too. So what's your point?

 

Agreed. I can't even imagine a rational thought process that could wind up there.

 

That piracy , poverty and lack of effective government go hand and hand.

To solve piracy concentrate on building effective institutions coupled with economic assistance

At present billions of dollars have been spent seeking a military solution to the issue. Nothing has been accomplished...pirates are still there and the people in the region still live in extreme poverty without hope .

 

Actually, it seems that the number of pirate attacks in the area has dropped dramatically lately. But it is an equilibrium maintained by sheer military power of foreign navies and on armed contractors on board the transiting ships.
As soon as the military effort decreases, it will imo all get back to the past levels, unless more fundamental economic and social problems are resolved in those countries, as you have noted.
