The malaise inflicted by lawyers is largely attributable to so many politicians having been lawyers, they will not rock the boat that enriched them. Any lawyer-come-politician that talks of reforming the system to make legal remedies affordable will be off the Christmas card list of his confreres forever. Everyone should be raised from birth to never vote for any ex-lawyer at election time.

Sounds like the problems was not weight growth; but rather a simple math mistake at the beginning of the program which wasn't caught in time.

Bardaji said the problem was discovered in the second half of last year, and Navantia told defense officials that somebody had apparently put a decimal point in the wrong place.

“Apparently somebody in the calculations made a mistake in the very beginning and nobody paid attention to review the calculations,” he said.

Some monumental errors have occurred through the inadvertent mixing of imperial and metric units. But where billions of $$$ are involved, you'd think they'd have checkers checking on those doing the checking. If I recall correctly a Mars lander craft went haywire and failed for just that reason.

There are many similar strange incidents of misplaced decimals over the
    years, Slavi.

Spinach was touted as having excellent iron content, but that was due to
a misplaced decimal point in the original report.

Many years ago, some young children in an orphanage here in Adelaide
were found to have very high lead levels in their blood, despite
lead-based paint being banned a long time ago. It turned out that somebody
had over-ordered the paint by a factor of 10 and were still using it on
the wood-work of cots 15 years later.

Yes. Temporarily. And to a desired depth, not all the way to the sea-bed.

so if the spanish submarine sinks faster than designed, would it not be more efficient? As long as it does not have to surface, they are good!

This is one time I whole heartedly totally agree with Ad Hoc !!!
Weight is hardly ever taken seriously into consideration when making boats !. we spend hours to save a few kgs when making the hulls and deck and scrimp resin and glass as much as we can then when the boat is being assembled its a free for all and every does what they have done for the past how ever long and completely forgets they should be still trying to save weight !!.
Things like glassing in of bulkheads stringers and floors etc and all other internal structures needs to take on a whole new meaning ! changes alone in the types of glass used need to be considered !!
The simple deck join and guys are still using woven roving and chopped strand matt !
On one project I asked the guys to change to using double bias tape with csm attached in long lengths , they came to me after the job was done in 2/3rds of the time it usually took and still had half the resin in there pail they usually used and could not believe the difference , was cleaner neater and a whole lot tidier , less time and less resin uses simply by changing the glass used and there method with way less joins !!
That's just an example it should be like that all the way through the building process !! and can be included into the internal furniture , the size of motors and tanks etc etc
Its not just left to one department its a whole package deal , even to the hardware used on the outside , plus chain carried and anchor sizes and types !!

I remember the 147 foot super yacht we were building started off with a row of fuel tanks down the centre of the boat ,in a very short time the whole of the hull bottom was fuel tanks even the water tanks became fuel tanks then we has two huge water makers fitted into the engine room and some smaller water tanks as after thoughts ,don't remember the original tonnage of diesel but it had tripled by the time they finished .
Another add on was the spa up on the sky deck went from being a hot tub for a couple of people to a 10 person spar pool with hot and cold water tanks and filtration systems . who knows what else happened .
For months the resin delivery truck arrived and filled the store and by the end of the month was almost empty again !! the rolls of glass and drums of resin just kept getting piled in the boat day after day .
The boats predicted speeds were never reached even with all of the 6000 hp trying its damnedest !!.

Take a look at your own boats !!when was the last time you took 100% of everything out in the way of just creature comforts and stuff stashed away in the back of cupboards and lockers and had a really close look ?? do you really need all that useless stuff ?? ,Even the family power boat has a small pile of unessential's for sure !! we can all do with shedding some weight !! I know I can loose a few kgs !!:p

    The exact truth!

This is exactly true in the IT-world also, and not restricted to public projects. The initial offer is bid low to get the contract, the real money is made from all "additional work" and fixes that can be claimed to be not included in the original contract. Caveat emptor.
