I find it educational to understand that people who use the sea...boatdesign net readers...have no idea how the marine ecology works.

Perhaps they are better off staying away from the marine environment.

This could be a good tax. A tourist, a highlander tax. Charge them to even get close to the marine environment....

I like it...elect me !!! and I will find ways to keep them, the highlanders, off the water and keep them in their chicken coops

 

We know how the marine biology works. No problems there. The issue lies in the ****** in power allowing new land to be released for building homes on without proper environmental assessments. Yeah, I can hear you already. They get done, then someones pocket gets filled and is ignored. Happens all the time everywhere. 10-15 years later ohhhh....You need to pay cause your roof and driveway doesn't distribute the water to the lake....nooooo, you don't say....you mean for me to have this great view the lake suffers, GET OUT OF HERE.......NO WAY!!!!!

I was a member of the local chamber of commerce in Sydney, Australia. Won't say which council. You would not believe the crap that went on. Power gets to peoples heads, megalomaniacs have their hands in deep in these places. They don't care about the environment.
Dude you in Spain, very corrupt in that way....So you don't fix things by taxing people....It's like a drug dealer giving an addict life advice.

How you fix these things is educating the youth, by community programs where volunteer participation is required. You would be surprised at how the community pitches in with their hands when it is required. just take a look at the Clean Up Australia Day (http://www.cleanupaustraliaday.org.au/) movement. It's a huge success, how about some imagination and innovation for crying out loud.
There was a break out of a foreign weed in the marine environment due to the container ships dumping ballast water, over a 3 month period the Sydney spearfishing clubs rallied their efforts, free. To manually remove the weed, there was an environmental impact study that said would take $20M over 3 years to fix the problem. The initiative rallied the locals with scuba clubs getting in on it, everyone put in. The pressure was put on the Maritime and EPA to fine the ships and put the cost on the shoulders of the shipping companies. And they had to take action in control of the ship water ballast management which included treatment. The problems is well under control at the moment and the National Parks and Wild life are monitoring it without spending the taxpayers money. There are other ways.....

 

The problem is storm runoff and " freedom" .

When you give freedom it costs nothing.

With this freedom, peolpe destroy everything in their way.....these people must be liable for their freedom, their stupidity and their environmental destruction.

I see stupidity discussed as "freedom" "economic growth" " jobs" everywhere I travel in the world.

Since neither freedom nor stupidity cant be cured , it must be taxed into submission.

 

I'm for someone to pay for things, sure.....you want the user pays system, I wan't the idiot that screwed it up to pay instead of buying himself a megayacht...
People need to be managed and lead not taxed into submission...

If I read the article correctly, that is exactly who they are taxing. If you've covered much of your property with impermeable structures (buildings, roads) then you are taxed more; if you've left much of your property "natural", so that water can percolate into the ground instead of running off, then you are taxed less.

I have a relative who works in the water quality department for a city. They design shallow catch basins for storm runoff. If the basins are too large, they waste valuable real estate. If they make the basins too small, so that the water either doesn't evaporate or doesn't percolate out within three days, then the ponds breed mosquitoes.

She also told me that someone's developed parking lot paving materials which are porous, so that at least some rain water can percolate down through into the ground instead of running off.

 

You need council approval for any structure and can build within the zoning laws in the area. Nothing more, if the local council approves it then taxes me there is something fundamentally wrong there. However if there is illegal construction, sure. Fine them even.

 

I'm sorry but you can't let somebody do something wrong and then punish them for it!?!?

The earth and its climate are a complex and interrelated organism. To think that global warming would uniformly heat every part of the globe is silly.
