CBS New York | Bloomberg Announces Mayors’ Summit To Fight Climate Change

A summit of city mayors will convene in February of next year in Johannesburg, to discuss ways to fight global climate change…

“Cities around the world, particularly C40 cities, are taking meaningful actions that have quantifiable outcomes. As a result – as our research shows – we are having a real impact combating the impacts of global climate change,” Bloomberg said in a news release. “While nations and international bodies meet to talk about these issues, the C40 Cities Mayors Summit is focused on the concrete actions we can take to protect the planet and grow our cities…”

The group notes that while cities only occupy 2 percent of the whole land mass of the earth, they contain more than 50 percent of its population. Cities also use two thirds of the earths’ energy and generate over 70 percent of its carbon emissions…

House Democrats will make a series of speeches on the House floor in the coming weeks to call for a congressional response to climate change.

"There are a number of us who plan on speaking every day on the House floor on the need for Congress to take action on climate change," Rep. Jim Moran (D-Va.) said on the House floor.

Vietnam Net | Pilot project to test range of climate change strategies

Co-funded by the Dutch government (79 per cent), Long An Province (19 per cent), and the International Water Governance Centre (2 per cent), the 385,000 euro (US$495,000) project "Participation in Climate Adaptation" offered measures to fight floods, saltwater intrusion, drought and water pollution.

The pilot area covered the southern coastal districts of Can Duoc, Can Giuoc, Chau Thanh, and Tan Tru, where floods from upstream combined with high tides from the East Sea (via the Soai Rap estuary) can lead to severe inundation…

"The strategy offers a consensus-based mixture of measures. These include completing and upgrading the dyke systems and creating more room for rivers and nature to increase their resilience and the water discharge capacity of the Vam Co River Basin as a whole." "It also provides a variety of measures for optimising water supplies, including rainwater collection, sustainable groundwater exploitation, point-of-use conservation, water-saving technology in irrigation, and sewage and wastewater treatment."

This is one of the first projects in Viet Nam to introduce a comprehensive approach for full-scale and meaningful participation by relevant stakeholders at different levels for developing a climate-change-adaptation strategy.

San Francisco Gate | China ahead of U.S. on climate change

Finally, a nation that is contributing heavily to climate change is taking a major step to reduce its emissions. Unfortunately, this global leadership is not coming from the United States. It's coming from*China.

China is the world's largest emitter of greenhouse gases, so the news (reported by Xinhua, a state-owned media service) that it's going to introduce a carbon tax is huge. The tax is unlikely to be on the scale that experts suggest would make a serious dent in climate change: In 2010, China's ministry of finance suggested levying a carbon tax of 10 yuan ($1.60) per ton in 2012, to rise to 50 yuan ($8) per ton in 2020. Experts have suggested a tax of 500 yuan, or $80 per*ton.

Still, even a small Chinese carbon tax would mean a dramatic step forward for the planet. And it's a lot more than anything the United States has*done…

The Carbon Brief | Ask the scientists: Are rainforests resilient to climate change?

Two new studies - published in the journals Nature and Nature Geosciences - suggest die-back is likely to be far less severe than scientists previously thought. In fact, all but one climate model used in the most recent study predict rainforest growth in Africa, Asia and the Americas over the coming century…

Predictions have changed as climate models have got better at representing some of the ways carbon cycles between plants and the atmosphere, and how temperature and rainfall patterns are likely to evolve in different regions…

The new models also account for the fact that tree growth is likely to be enhanced by higher carbon dioxide levels - a process known as carbon dioxide fertilisation…

Both pieces of research are subject to three big uncertainties; how carbon-dioxide emissions will evolve, how plants and soil will respond to changes in temperature and rainfall, and how much the forest will benefit from increasing carbon dioxide…

New York Times | Monarch Migration Plunges to Lowest Level in Decades

The number of monarch butterflies that completed an annual migration to their winter home in a Mexican forest sank this year to its lowest level in at least two decades, due mostly to extreme weather and changed farming practices in North America, the Mexican government and a conservation alliance reported on Wednesday.

The area of forest occupied by the butterflies, once as high at 50 acres, dwindled to 2.94 acres in the annual census conducted in December, Mexico’s National Commission of Natural Protected Areas disclosed at a news conference in Zitácuaro, Mexico…

The latest decline was hastened by drought and record-breaking heat in North America when the monarchs arrived last spring to reproduce. Warmer than usual conditions led the insects to arrive early and to nest farther north than is typical, Chip Taylor, director of the conservation group Monarch Watch at the University of Kansas, said in an interview. The early arrival disrupted the monarchs’ breeding cycle, he said, and the hot weather dried insect eggs and lowered the nectar content of the milkweed on which they feed…

But an equally alarming source of the decline, both Mr. Taylor and Mr. Vidal said, is the explosive increase in American farmland planted in soybean and corn genetically modified to tolerate herbicides…

The Guardian | Japan's 'frozen gas' is worthless if we take climate change seriously

There's only one way of knowing whether or not governments are serious about climate change: have they decided to leave most of their fossil fuel reserves in the ground? We have already discovered far more carbon than we can afford to burn, if we are not to commit the world to very dangerous levels of heating. Only if most of it – four-fifths according to a detailed estimate – is left where it sits is there a good chance of preventing more than 2ºC of global warming…

This mindless enthusiasm has now greeted the Japanese government's announcement that it has successfully extracted natural gas from methane hydrates (otherwise known as clathrates) buried under the bed of the sea…

But this is not to say that there will be no catastrophic release of gas from methane hydrates buried beneath the deep sea. If it happens within this century, it will be the result not of global warming but of the process the Japanese government has now pioneered: extracting gas in order to burn it. Like all the nations which continue to extend the fossil fuel frontier (such as Britain, where companies intend to start producing gas through fracking) Japan is adding to the mountain of fossil fuels we cannot responsibly burn. The brave new technology it has developed, now lauded in the media, would be worthless in a world that took climate change seriously.
