I am a boss of a small fiberglass boat manufacture
there are two live tanks one bait tank on the boat now, my customer want me to fix pumps for the tanks to pump seawater in and out,he also said they are very popular now.
But I don't know how to fix, two pumps for one tank ?
Or two pumps for three tanks, one pump out, one pump in :p , in this way three tanks will be filled with seawater simultaneously

I'd make all the tanks self draining and have only the pump in.

One pump per tank or make a manifold to distribute water to 2 or all 3 tanks and use one large pump. Tanks should be self draining and for a live bait tank you want to calculate your pump size by the time it takes to fill the tank from empty usually 5 or 6 minutes to fill is desirable.

Should he set it up to keep the pump running after the tanks are full, to provide a flow of fresh water, or put a bubbler in each tank and just kick the pump on periodically?

Live bait tank should run continuously to exchange water every 6 minutes
generally for a small tank say 25 to 40 gallons a 700 to 1100 gph pump with 3/4 or 1 inch inlet line run though a baffle or diffuser and a 1.5 in out let

One thought is to have this wired with an auto circuit. Where the pump can cycle off and on, possibly responsive to a float system. Agree with the above posts regarding drains. Let the already cycled water to drain over board and then back-fill with fresh seawater. It would basically function like a toilet tank. You would need a three pole switch, On, Off, Auto.

The difficult design part would be to have the tanks fill/feed simultaneously to prevent shut-off of the pump premature to all tanks filling to their desired capacity.

Can use one bigger pump and as many tanks as you like all connected and flow one to the other contininuously and then overflow out !! each one needs its own drain naturally !!
Are bait tanks popular ?? where you been hiding all this time ! fishing boats all sizes have had them fitted for ages !! time to close your door for a day and go look at the world around you and whats happening and why !!

make sure your live tanks are 60 liters or larger to comply with bream and bass comp rules for tournament anglers. if you search the ausbream forums you should find everything you need to regarding pumps and plumbing.
