Great design (!!!), but I think you will need to make it bigger, for safety reasons. The wing area is quite small, so you'll need to fly this one pretty fast and close to the water surface. In these conditions, a minimum pilot's error can have very bad consequences.
More wing area would allow you to reduce speed and increase height, thus increasing the safety margin.

And... uhm, where is the engine?
