The benefit of the arrangement here is that it provides a common platform for the use of either tractor or pusher propellers. Classical aerodynamics calls for a thrust-line coincident with the C of G to avoid untoward pitching moments, a condition that a pusher propeller would meet. In contrast a tractor propeller would produce a nose-down pitching moment that may nonetheless be offset by thrust from the horizontal propellers mounted forward. Practical considerations aside, only trials on water will determine which configuration proves the more efficient.
