Wouldn't be room for an outboard to tilt up even with the builtin setback.

Electrical problems I've had have been corrosion.
Switches, terminal bars, and wire ends and crimp joints.
Only had two wires go bad on me.

If that happened from bumping the bow into things it doesn't look too bad to fix. I'd check it all over for other spots that are breaking down....
