The purpose is to have a stable living pod, very minimally effected by waves on rough water, which can be self propelled if wanted.

Have you ever concidered about building a floating flat with a hughe keel insted, and also with a leveling plane in the bottom of the keel. This will gain more stability as it gets stability deep in the water which is not effected by waves and wind. Also with the right design you are able to make this less effected by the water resistance and you are able to make the construktion faster to become self propelled.
