Hatch Fastners that twist & release from topside

I'm looking for a way to cut an access hole in a topside deck. (about 12x12 inches)

It's on a flat part of the wooden deck so we want to put a flush cover on the access hole... so it reduces tripping hazard and also keeps water out.

There is no way to get to the spot on the inside of the boat... so access will only be from the topside deck.

So, I'm looking for a way to secure the flush cover on the deck so that I can easily open it when I need to. I may need weekly access, so I need something easy to open and close on a regular basis.

I had thought of using epoxy to secure 1/4" or 3/8" nuts with flat washers on a strip/ledge inside the rectangler opening... so that I could tighten a counter sunk bolt(s) from the topside.

But, I'm guessing there a number of standard solutions available for this.

Can anyone offer suggestions and vendor sources for twist & release fastners or what ever it takes to solve this problem.
