No it's not... Some restrictions concerning about quantities of some ingredients, but not banned..

However although VC Tar is readily available, there's no coal tar in it. There's no coal tar in any of the products as it was completely banned years ago for being highly carcinogenic. They all contain synthetic tar which at least don't bleed through every top coating.
