Minitrans yachts look a little bit light in displacement to carry decent stores for crusing?
Are you a horder or a chucker!
What about a spray or a Badger dory?
Depends if you want to build yourself or buy.
Many good fibreglass boat out their.

Can you be a more specific about boat type which you want, and why? Why so short? If costs are the only reason, you could be better of with a simple, longer boat.

For example very economical, traditional, strong and easy to build wood and / or plywood George Buhler's 28ft Hagar. Complete building plans, (and plans for a few bigger boats), are in his 29.95$ book.

If you want fast, cheap and easy to built boat maybe something like this Van de Stadt's Zeeslang.

Solid boat!

How small do you want to go, or am I getting old!
Woodern boat NZ has some great designs, particularly the garvey plans,
seem simple to build too, I may be tempted as most are to complicated and rather delecate.
Also look at Duckworks plans guide, If you cannot find a suitable plan there I'd be blowed.
If the atlantic ocean near you is the same one as over here they youll want something solid. although we have a lee shore, so get a buffeting, you'll need a strong boat, 3/4 ply or planked hull, i'd suggest.
